Project description

This project provided technical support to Croatia to develop a national framework that will underpin the introduction of a remote monitoring system to be used within the emergency medicine services.


The Contractor will identify adequate and necessary technical characteristics regarding real-time telemedicine connectivity and data transfer for ambulance-based telemedicine system, following the best EU practices. Background / Context Croatia, as a country with many islands and other hard-to-reach destinations, has successfully implemented several telemedical services in stationary settings. Further development of telemedicine in Croatia is one of the key elements of the Croatian National Healthcare Strategy and the eHealth Strategic Development Framework 2021-2027.


The establishment of a functional national telemedical framework for the transmission of patient vital parameters from Emergency Medicine Services (hrv. HMS) to Joint Emergency Hospital Service (hrv. OHBP) and remote monitoring of outpatient Emergency Medicine Services is included in the Croatian National Recovery and Resilience Plan. Croatia has been already granted a World Bank loan to finance the infrastructure for remote monitoring services within a pilot project (covering 3 out of 21 county emergency medicine services).


On the basis of the pilot project results, the infrastructure for other counties would be financed from the EU funds. Expected project results and impact The goal of this project is to improve the readiness of Croatia to implement the national remote monitoring system in emergency care.


The support is expected to (by the end of 2022) provide the Beneficiary (Croatian Institute of Emergency Medicine) with the following deliverables:

  • A comprehensive current state analysis (“As-Is”) of Emergency Medicine Services remote monitoring systems
  • A national framework for remote monitoring in Emergency Medicine Services
  • A roadmap and an action plan for introducing remote monitoring in Emergency Medicine Services at a national level.


The deliverables of this project will ultimately provide for equity in patients’ access to healthcare, better diagnostics, and more timely and appropriate treatment, leading to improvement in health outcomes, while fostering the universal health coverage. The DG REFORM will support the transferability of the findings to other EU Member States.
