The general objective of this service contract was to contribute to institutional, administrative and growth sustaining structural reforms in Croatia
The specific objective of this service contract was to support the national authorities in enhancing their capacity to formulate, develop and implement reform policies and strategies and in pursuing an integrated approach, ensuring consistency between goals and means across sectors
The Contractor supported the Ministry of Health, and more specifically its department in charge of e-Health, in developing the next comprehensive and medium-term strategic framework for e-Health development in Croatia (Croatian e-Health Strategic Development Plan), and the corresponding Action Plan. The new strategic framework incorporated the most recent developments in the e-Health field in Croatia while focusing on particular e-Health specific choices and activities to put forward a vision for 6 years, accompanied by a business implementation plan featuring operational business objectives for the same period (both initially agreed periods for the documents were adapted during the project implementation at Client’s request and turned into period 2021-2027)

Desk review of documents related to e-Health legislation, policy and compliance; infrastructure; services and functionality; strategy and investments; standards and interoperability; and workforce
Field visits to the key stakeholders in the Croatian health sector
Preparing questionnaires for the stakeholders
Organizing joint consultative workshops with the stakeholders
Situational analysis of e-Health development and implementation in Croatia
Assessment of opportunities and gaps in Croatian e-Health
Creating strategic recommendations for e-Health development in the period 2021-2027
Producing e-Health Strategic Development Plan 2021-2027
Developing action lines, defining implementation phases and determining high-level resource requirements
Producing e-Health Business Implementation Plan 2021-2027
Designing visual representation of the delivered strategic framework
Composing Executive Summary of the project
Presenting project results at the international webinar on e-Health strategies in crises
Organizing the final dissemination event for a wider public
