The objective of the project of which this contract forms a part is to strengthen the human
resources management capabilities of the Ministry of Interior by providing a computer-based Human
Resources Management System (HRMS).
The activities of this contract were as follows:
Design of a computer-based solution to fulfil all the
identified requirements of data management, analysis and reporting. The design included:
the detailed hardware and software architecture,
the motivated selection of opportune commercial
off-the-shelf software functionalities,
the evaluation of the costs of the various
components.
The technological architecture shall be based upon a
standard three-tier logical-functional scheme
Preparation of the assessment of market competition
for the specified items, provisional price estimates and analysis relating to Origin of Supply
requirements
Preparation of the Technical Specifications and/or
Terms of Reference for the procurement of needed supplies, including hardware, communication and
infrastructural support, commercial off-the-shelf and custom software, software customisation and users’
training.
